During Hilton's tenure as president, he was able to fully develop the school into a junior college. He dropped the ninth and tenth grades of high school and gained accreditation from the North Central Association of Colleges and Secondary Schools as well as several other universities.
Hilton was able to improve the faculty--by the time of his departure, 50% of instructors had Master's degrees. Furthermore, he was able to expand the library as well as nearly complete the new gymnasium.
